Position Summary:
The Director of Digital Marketing and Communication Architecture serves as the strategic leader responsible for developing, implementing, and governing the agency’s digital communication ecosystem. This position leads the vision, planning, and execution of integrated digital strategies that advance public engagement, transparency, and accessibility while ensuring compliance with all state and federal regulations. The Director oversees digital content strategy, marketing analytics, social media presence, web architecture, and enterprise-level communication technologies to ensure consistent, secure, and citizen-centered messaging across all digital platforms.
Duties and Responsibilities:
- Develop, implement, and oversee comprehensive digital marketing and communication strategies that advance the agency’s mission, enhance public engagement, and support organizational goals.
- Advise executive leadership on emerging digital trends, innovative tools, and data-driven strategies to strengthen public trust and organizational reputation.
- Lead the creation, management, and optimization of digital campaigns, social media, and web content across multiple platforms, ensuring accessibility, consistent messaging, and positive user experience.
- Monitor, analyze, and report on campaign performance, digital engagement, and audience insights to inform strategy, optimize outcomes, and support executive decision-making.
- Manage, mentor, and inspire a multidisciplinary team of digital strategists, designers, content developers, and communication specialists, fostering collaboration across IT, analytics, legal, public affairs, and program divisions.
- Collaborate with IT and other stakeholders to design, implement, and maintain secure, scalable digital communication systems, including CMS, CRM, marketing automation, and analytics platforms.
- Establish and maintain standards for content governance, SEO/SEM, metadata, accessibility, and performance metrics, ensuring alignment with organizational objectives and regulatory requirements.
- Lead cross-functional efforts to integrate and modernize digital communication systems, supporting technology-driven public engagement and open government initiatives.
- Direct campaign and channel optimization across all digital platforms, ensuring integration, alignment with business objectives, and consistent brand messaging.
- Prepare and present detailed reports on digital engagement, campaign performance, KPIs, and communication outcomes to executive leadership and oversight bodies.
Required Skills and Qualifications:
- 10+ years of experience in Marketing and Communications, including leadership or management roles.
- Proven success integrating digital systems and programs to enhance engagement and inform strategy.
- Expertise with digital marketing tools, analytics, SEO/SEM, UX/UI, social media, CMS, CRM, and marketing automation platforms.
- Strong leadership skills with experience managing cross-functional teams and fostering collaboration.
- Excellent written and verbal communication skills for diverse audiences, including senior leadership.
- Knowledge of state and federal compliance requirements, including accessibility (ADA/Section 508), privacy, and records management.
- Strong analytical and problem-solving skills, with the ability to use data to drive decisions.
- Creative and strategic thinker capable of designing and implementing complex digital communication frameworks.
Education and Work Experience: Required is a bachelor’s degree in Digital Marketing, Communications, Public Relations, Information Systems, or a related field, with 8–10 years of progressive experience in digital marketing, communication strategy, or technology-driven public engagement, including at least 4 years in a leadership or director-level role managing digital communication programs or systems. A master’s degree in Communication Management, Public Administration, or Digital Strategy is preferred, along with experience in government, nonprofit, or highly regulated industries, and demonstrated ability to manage leaders in situations affecting organizational reputation. Certifications such as Google Analytics, PMP, or Certified Digital Marketing Professional (CDMP) are desirable. Candidates must be able to work in the office at least three days per week, travel occasionally to Springfield, attend national or regional conferences, hold a valid driver’s license, and perform other duties as assigned.
