The Communications & Media Relations Department is seeking a skilled and innovative Social Media Program Specialist to lead Calvert County’s social media and digital marketing efforts. Join our fun and collaborative team and help shape the future of digital communications in Calvert County!
This role manages all official county social media accounts—including Nextdoor, LinkedIn, Instagram and Facebook—and supervises one staff member. The ideal candidate can independently write, manage and execute content and campaigns across platforms.
We’re looking for a strategic, creative communicator with a strong track record in public engagement. The successful candidate will be both a compelling content creator and a savvy digital strategist who knows how to build community and elevate the county’s voice.
The Social Media Program Specialist is responsible for the strategic development, oversight, and management of Calvert County's social media and digital marketing initiatives within the Communications and Media Relations Department. The role involves high-level planning, execution, and continuous refinement of social media strategies to enhance the County's public engagement and communication efforts. The role conceptualizes, designs, and produces high-quality, engaging content across various platforms, including written, visual, and multimedia elements. The position supervises the Social Media Program Coordinator.
The position reports to the Communications and Media Relations Deputy Director.
Essential Job Functions
Leads the development and execution of the County's social media and digital communications strategy, while conceptualizing, designing, and producing high-quality, engaging content across various platforms, including written, visual, and multimedia elements, effectively communicating the County's initiatives and services.
Manages Social Media Program Coordinator position and directs staff in prioritizing tasks, creating engaging content, and covering public events.
Utilizes advanced analytics tools to track, measure, and report on the performance of social media campaigns. Provides actionable insights and recommendations for ensuring continuous improvement and innovative, forward-thinking public interactions.
Monitors County social media advertising budgets for budget efficiencies and tracks return on investment. Works closely with media and creative teams to drive social media advertising efforts.
Oversees and maintains consistency in the County's brand voice across all social media channels (multiple cross-departmental accounts), ensuring alignment with the County's broader communications strategy.
Oversees administrative functions related to the role, including budget management, preparing reports for senior leadership, and representing the department in professional forums and associations.
Coordinates with other departments and program managers on the implementation of varied social media metrics to meet goals and objectives. Develops, in consultation with other staff, communication strategies and/or creative approaches for the promotion of County programs.
Prepares quarterly reports on all social media pages and provides to departments, along with recommendations for improvement.
Develops and oversees crisis communication strategies for digital platforms, ensuring the organization is prepared to respond effectively to any situation that could impact its online reputation.
Other Duties
Covers social media needs related to County emergencies, elections, and high-priority meetings and events that may occur outside of regular work hours.
Performs related work as required.
Knowledge, Abilities, and Skills (These are pre-employment KASs that apply only to Essential Job Functions.)
Knowledge of--
- Strategic social media content creation, publishing, monitoring, and reporting.
- Social media platforms (e.g., Instagram, Facebook, X, LinkedIn), metrics, and emerging trends.
- Public affairs concepts, principles, and techniques sufficient to develop content and maintain Calvert County Government's social media presence across multiple platforms.
- Adobe Creative Suite or equivalent software to create social media and digital graphics.
- Social media management tools such as Hootsuite and Archive Social.
Ability to--
- Manage a broad and diverse project workload in a deadline-driven work environment.
- Develop and monitor a social media budget and use budgeting tools to track efficiencies and return on investment.
- Develop, maintain, and manipulate databases.
- Communicate effectively with industry representatives, governmental officials, and other stakeholders.
- Deal effectively with the public.
Skill in--
- Communicating messages, programs, and initiatives to various audiences, including government/public officials, management, and the general public.
- Copywriting, proofreading, and editing.
- Monitoring social media platforms to develop communication strategies.
- Using analytics tools to track, measure, and report on the performance of social media campaigns.
- Using communication and information management tools such as Microsoft Teams and SharePoint.
Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledge, abilities, and skills may be substituted on a full-time year for year basis.)
Training and/or Education:
Bachelor's degree in communications, social media, marketing, public relations, or a related field.
Experience:
Five years of experience in social media and multimedia technologies.
Licenses or Certificates:
Valid driver's license.
Special Requirements:
Operation of a County-owned vehicle.
Physical Demands:
Operation of keyboard devices for sustained periods.
Unusual Demands:
Work is subject to frequent interruptions and inflexible deadlines.
May be required to work beyond normal scheduled hours.
Required to be available to respond to equipment failures or for response to local emergency situations, including weather-related events, utility emergencies, and other public safety-related situations.

Compensation Steps:
Pay rate: $38.21 - $43.85 per hour; $69,542 - $79,807 annually
Grade 724, full-time position, 35 hours per week

This position allows for telework, meaning the employee may be able to work from home or another offsite location for part of the workweek, but they are still required to come into the office regularly. This arrangement is at the supervisor's discretion and may change based on business needs.
